Insulation Resistance Test

1.      OBJECTIVE
This Method of Statement is meant to describe in generality the Insulation Resistance Test process; which describes its general setup and how the test is carried out.
2.      SAFETY
All personnel should continuously and consciously observe his work area for any potentials danger and take adequate measures.

In general:

a)     All personnel should wear Personal Protective Equipments suitable for the work and work area (e.g helmet, safety boots, goggles, glove, etc)
b)       If working in live station, ensure that isolation is done and Permit To Work is issued. If possible, ensure no REMOTE operation is allowable such as put the section into LOCAL.
c)        Do not touch the injection cable when the testing in progress. If possible, make a distance around the test perimeter.
d)       Ensure fully discharge the apparatus once the test was done.
e)        Ensure that the working area is only at the permitted area
f)         Earth/ground test equipment

3.      GENERAL INSULATION RESISTANCE TEST
a.         General Setup

For this Method of Statement, we use KYORITSU High Voltage Resistance Tester as our test equipment.

Setup the equipment as shown in Figure 1 as we are going to measure the insulation resistance value of the circuit under test.

Ensure firm contact of test equipment cables and objects under test.
b.         Test Process

Having the setup prepared, the test itself is quite simply. Set the range switch to desired insulation resistance range.

1.    Phase to Ground Insulation Resistance Test.
-    Set the red lead to LINE and black lead to EARTH on the test set. Connect the LINE lead to primary terminal and EARTH lead to ground point.
-    Select range to 5kv then press the PRESS TO START button and measure for 1 minute.
-     The measurement value can be collected from the LCD monitor.
-      Record down the result.

2.         Phase to Phase Insulation Resistance Test.
-   Set the red lead to LINE and black lead to EARTH from the test set. Connect the LINE lead to primary terminal and EARTH lead to secondary point.
-      Select range to 5kv then press the PRESS TO START button and measure for 1 minute.
-      The measurement value can be collected from the LCD monitor.
-    Record down the result.

Earth / Ground Test (version 2)


1.      OBJECTIVE
This Method of Statement is meant to describe in generality the Earth Grid Test process; which describes its general setup and how the test is carried out.
2.      SAFETY
All personnel should continuously and consciously observe his work area for any potentials danger and take adequate measures.

In general:
a)      All personnel should wear Personal Protective Equipments suitable for the work and work area (e.g helmet, safety boots, goggles, glove, etc)
b)      If working in live station, ensure that isolation is done and Permit To Work is issued. If possible, ensure no REMOTE operation is allowable such as put the section into LOCAL.
c)      Ensure that the working area is only at the permitted area.
d)     Earth/ground test equipment

3.      GENERAL EARTH RESISTANCE TEST
a.         General Setup

For this Method of Statement, we use KYORITSU Digital Earth Resistance Tester as our test equipment.

Setup the equipment as shown in Figure 1;

-            Stick the auxiliary spikes P and C into the ground deeply. They should be aligned at an interval of 5-10mtr from the earthed equipment under test. Connect the green wire to the earthed equipment under test, the yellow wire to auxiliary earth spike P and the red wire to the auxiliary earth spike C from terminals E, P and C of the instrument in order.
-            Set the range switch to the EARTH VOLTAGE position in the condition of

1.    Earth voltage will be indicated on the display. Make sure that the voltage is 10V or less. When the display reads more than 10V, it may result in excessive errors in the earth resistance measurement. To avoid this, make measurement after reducing the voltage by turning of the power supply of the equipment under test etc.





b.                 Test Process

Set the range switch to 20Ω position and press the push button (PRESS TO START). LED remaining laminated during the testing. Let the device for a few second and the measured value will appear on the LCD Display.

If the auxiliary earth resistance of auxiliary earth spike C is too high to make measurement, the display reads ‘….’ Recheck the connection of the test leads and the earth resistance of auxiliary spikes.

c.                  Test Acceptance Value

-      Resistance value for earth rod - less than 10Ω

-      Resistance value for earth rod with cooper tape  - less than 1Ω

Earth / Ground Test (version 1)





Green,Yellow,and Red.The "Green" one we connected to the COPPER ROD while the red and yellow one,we struck them on ground.

STEPS.

1. Set Range x1Ohm.

2. Press Red Button "Press to Test".

3. If the needle goes to the end of the scale(green meter),mean,the copper rod should be buried deeper.

4. If the needle is below than 2Ohm,meaning,the grounding is just good enough.


Note :

1 Copper Rod is about 6 feet long.Normally,a suitable deep for grounding is about 18 feet.So,3 Copper Rod is just good enough for grounding.


Make sure supply from transformer should be OFF state.

How to be a Wireman (Part 3)

1.3 Electric-Sign Wireman
  1. Applications to take the Electric-Sign Wireman Competency Examination needs to be done using Form ST (PE)1 Amendment 2003.
  2. Minimum academic qualifications includes Form 3 in a government assisted school or passed Peperiksaan Menengah Rendah (PMR) or equivalent [Regulation 50 1 (c)].
  3. Candidates may be allowed to take the Electric-Sign Wireman Competency Examination directly on condition that they have experience as a wireman of not less than 3 years with an EC registered contractor and one year experience working as an electric-sign wireman.

How to be a Wireman (Part 2)

1.2 Three-Phase Wireman (Private Candidates)
  • Applications to take the Competency Examination for Three-Phase Wireman should be done using Form ST(PE) 1 Amendment 2003.
  • Minimum academic qualifications must be Form 3 in a government assisted school or passed Peperiksaan Menengah Rendah (PMR) or equivalent [Regulation 50 1 (c)]
  • Eligibility Requirements are:
    • Certificate of Competency for Single Phase Restriction
    • Registered with the Energy Commission
    • Working with a registered Electrical Contractor or Private Wireman or Government Agencies.
  • The Competency Examination for Three-Phase Wireman can be considered after one year from the official date of passing the Examination for Single-Phase Wireman and having worked with a contractor for not less than 6 months.
  • Candidates who have passed the Competency Examination for Three-Phase and possess a Certificate of Competency for Single-Phase Wireman and installation testing endorsement are qualified to obtain a Certificate of Competency for Three-Phase Wireman with installation testing endorsement on condition that the fees to take the endorsement examination is paid.
  • Candidates without a Certificate of Competency Single-Phase Restriction can be considered for the examination for the Certificate of Competency for Three-Phase Wireman on condition that they have working experience of not less than 3 years with a contractor registered with the EC.
  • Candidates must have a log book to prove working/ teaching experience that is approved by other instructors holding a relevant EC competency certificate.
  • The eligibility chart to take the examination is shown in Appendix B1.
    • The flow chart procedure to take the Competency Examination for Three-Phase Wireman is shown in Appendix A2.

How to be a Wireman (Part 1)

As stated in Electricity Regulations 1994, the Wireman eligibility is based on Regulation 50 which state, to sit for the examination for a Certificate of Competency as a Wireman (based on Suruhanjaya Tenaga website):

1.1 Single-Phase Wireman (Private Candidates)


  • Applications to sit for the Competency Examination for Single-Phase Wireman should be done using Form ST (PE)1 Amendment 2003.
  • Qualifications are as stated in Regulation 50, Electricity Regulations 1994 and Electricity Regulations (Amended) 2003.
  • The minimum academic qualifications 50(1c) has been set at Form 3 in a government assisted school or passed Peperiksaan Menengah Rendah (PMR) certification or equivalent.
  • Applicants who possess a MLVK (Electrician) Certificate/mid-level SRM and have interned for 6 months with an Electrical Contractor and have a complete log book are exempted from taking the theory, practical and oral examination.
  • Candidates who are qualified will only be awarded a Certificate of Competency as Single-Phase Wireman without Endorsement for installation testing. However, any candidate who intends to obtain the Wireman Certification with Endorsement is required to take the oral examination. If they fail the oral examination, certification will only be given for Wireman without Endorsement for installation testing.
  • Candidates who are interested in taking the Wireman Examination with Endorsement for installation testing will have to pay both the Examination fees and the Endorsement Examination fees.
  • Candidates with the MLVK Certificate(Intermediate Level) or Malaysian Skill Certificate (Level Two) and have working experience of not less than 6 months with a registered electrical contractor are eligible to apply for PW1 Wireman Certification, without sitting for the theory and practical component of the Wireman Examination. However, this exemption does not include MLVK/SKM Certificate holders who obtained their certificates through the Accreditation of Prior Achievement (APA).
  • The eligibility chart to sit for the examination for the Certificate of Competency as a Single Phase Wireman is shown in Appendix A1.
    • The flowchart showing the procedure to take the examination for the Certificate of Competency as a Single-Phase Wireman is shown in Appendix A2.

Route To Be Professional Engineer (PEng or Ir.)



Kepada pemegang-pemegang Ijazah Sarjana Muda Kejuruteraan Elektrik (Kuasa), berikut adalah langkah-langkah ke arah menjadi seorang Jurutera Professional (PEng or Ir.) :

1. Daftar sebagai Jurutera Siswazah di Board of Engineer (BEM) secara online, pendaftaran biasanya mengambil masa 1 hingga 3 bulan, pastikan semua salinan disahkan oleh Jurutera Professional (sebaik-baiknya sama bidang dengan anda) atau disahkan oleh Pesuruhjaya Sumpah.

2. Selapas anda berjaya didaftarkan sebagai Jurutera Siswazah, hadiri 3 kursus wajib di Institute of Engineer Malaysia (IEM), iaitu kursus Code of Ethics, Engineering Management dan Safety and Health. Yuran bagi setiap kursus adalah RM350.00, jumlah semua RM1050.00.

3. Kemudian anda perlu menghadiri kursus yang berkaitan dengan Engineering Discipline anda, contohnya Electrical, perlu hadir kursus Power System Protection, Power Transformer dan lain-lain. Jumlah kursus yang perlu hadir adalah 4 kursus (6 jam setiap kursus).

4. Kemudian perlu hadir seminar,talks, meeting dan community service bagi mendapatkan 30 unit CPD.

5. Cari pengalaman 3 tahun, pengalaman untuk hadir Professional Interview di ambil kira dari tarikh graduate, manakala pengalaman untuk daftar sebagai PEng bermula dari tarikh berdaftar sebagai Graduate Engineer. Setelah cukup pengalaman 3 tahun hadir Professional Interview (PI) di IEM, kena bawa report pengalaman sekali. Jurutera Siswazah boleh diketegorikan kepada 3 jenis :

5.1 Jurutera Rekabentuk, biasanya bekerja dengan perunding M&E, buat estimate harga, design single line diagram, lukisan AutoCAD, meeting dengan client, lawat tapak dan lain-lain lagi.


5.2 Jurutera Pengajar, biasanya mengajar di Universiti, kolej dan institute, sebaik-baiknya mengajar di tahun 3 atau 4 program yang di accredited oleh Engineering Accreditation Council (EAC), tapi kalau program tidak di accredited ada option lain iaitu just ambik Master in Elec. Eng. (M.E.E) secara full time. Walau bagaimana pun Jurutera Siswazah perlu ada practical experience selama 1 tahun di Industri.


5.3 Jurutera Penyelenggaraan, yang nie paling best sebab boleh buat Competent Engineer dan Servicing Engineer kat Suruhanjaya Tenaga, tetapi kena buat log book sama macam Chargeman dan Wireman, log book perlu disahkan oleh PEng yang same branch dengan kita (contonhnya Electrical). Baca buku Akta Bekalan Elektrik 1990 serta Peraturan-Peraturan Elektrik 1994 untuk lanjutan.

6. Selepas LULUS interview, perlu menduduki peperiksaan, ada dua paper, pertama Code of Ethics, dan kedua Essei Pengalaman Lepas.

7. Itu sahaja, anda LAYAK untuk berdaftar sebagai JURUTERA PROFESSIONAL (PEng atau Ir.).
